The good:

Clashing concept is neat
Somehow manages to cross a platformer and a kart racer without disastrous results
Cute, colourful characters with solid voice acting
Combat and platforming aspects are mostly fun

The bad:

Not an awful lot of challenge, even on the hardest difficulty
Multiplayer is somewhat lacking
Core racing component is kind of underwhelming

The bottomline:

The racing isn't exactly the star of the show, but Crash Tag Team Racing's supplemental elements pull the whole thing together into a unique and mostly enjoyable experience.
