The new version of Gotham City Imposters on Steam includes the original game, plus all DLC packs.

Warner Bros Interactive Entertainment has announced that the PC version of its ever-so-odd multiplayer game Gotham City Imposters has now gone free to play. The game pits two very amateur groups of vigilantes — the Bats and the Jokerz — against each other in up to 12-person death-matches.
The new free-to-play version can be downloaded from Steam, and is Steamworks-enabled. In all, there are eight maps and four game modes to play across.
